Well, slap my face and call me Elmo, but if you really depend on your dog for "security and companionship," then why the hell is he tied to a tree 40 feet away from the back door without so much as a water bowl? This is the same Commissioner Cheek whose one man obsession with panhandling led the county to spend months last year debating and finally passing a totally unenforceable ban on roadside panhandling in the county (but not the city) for the safety of the panhandlers. His logic completely escapes me.
Commissioner Lewis Cheek expressed concern about residents who could not afford fences, especially elderly residents who depend on dogs for security and companionship.
“If there is true financial need, somehow, in order to satisfy me, there’s going to have to be some guarantee that the situation will be taken care of,” he said.
