Joe's got some of the historical data i was looking for earlier.
Turns out that a 25% deficit in rainfall for the year is a pretty uncommon occurrence in these parts. Especially as the shortage came during the summer, when demand was at its highest, and has continued through the fall, with this November being one of the driest on record.
January is shaping up to be quite a challenge.

If you go to http://www.wunderground.com/US/NC/Durham.html and click the "Go" button under "Detailed History and Climate," you'll get an interface that allows you to paw through the historical RDU weather data: daily, weekly, monthly, and custom summaries, plus other bells & whistles.
You can also go directly to http://www.wunderground.com/history/airport/KRDU/YEAR#/MO#/#DA/DailyHistory.html
replacing the "#YEAR/#MO/#DA" with, say, "2006/12/31" and get data for that date. Example: http://www.wunderground.com/history/airport/KRDU/2006/12/31/DailyHistory.html to get a summary for 31 December 2006.
Those URLs don't appear to fit visibly. D'oh. But the links are all properly linked.
