1. If you're injured in Iraq, but you die in a hospital in Germany (or anywhere else out of the Iraqi theater of operations), you don't count as an official casualty of the ongoing operations in Iraq;
2. By omitting $3 worth of foam from each Advanced Combat Helmet, the Army has seen a significant rise in Traumatic Brain Injuries (which result in a range from persistent vegetative states to functional and emotional impairment). TBIs, BTW, don't count as long-term injuries in the newest set of VA guidelines and soliders suffering from them have either been unceremoniously dumped from the service or told that they have to return to duty, depending on the severity. Either way, they will not be receiving disability benefits or long-term medical coverage if their only injury is a TBI.
